No. not really. FL players have been coming north for years. South Florida isn't really the same. Generally, in college football circles, as in many others (eg, politics), "the South" refers to the deep south but not Florida below, say, the Orlando area which begins to be, culturally, quite different from the rest of the state and the region. Getting players from GA, SC, AL, MS, LA and AR to leave the south has been much more difficult, however.
But, that's not really the point. These are the points: 1) Michigan is doing very well in recruiting. 2) Michigan likely won't end up with the #4 class in the country, nor will it's class likely be ranked ahead of OSU's or USC's. 3) Wishful thinking by fans rather than thoughtful and informed analysis is silly (I hope Michigan gets Shaq Evans, Jamal Berry, Darius Winston, and Sam Montgomery, too! But, I know nothing about Michigan's chances with any of them save what I read on free sites) 4) Yet, Michigan still will have a very highly ranked, and likely very good, recruiting class that should be viewed as all the better given Rodriguez's tenure of nill.
