I've been to most of these.  Here are my comments.
 
#1 Cleveland- Definitely one of the best.
#4 Detroit- Seems a little high to me.
#8 White Sox- Seems too high to me.
#11 Padres- One of my favorite parks
#21 Boston- seems too low to me
#26 Minnesota- What a dump.  Should be #100 out of 30
#27 Texas- Big surrprise- one of my favorites

I have been to Tiger Stadium, The Big O, and Exhibition Stadium, none of which are still MLB stadia.  Of the current parks, I have been to the one in Anaheim, Sky Dome, Chase Field, and Coors Field. 
 
Coors puts them all to shame.  Beautiful ballpark, green everywhere, great view, weather in which you can sit and watch a day game in the summer. 
 
The only place I have never been, but want to visit is Fenway.  This fall maybe.

Phillidelphia's new park should be #1.  That was the best park I've been to.  Coors field is is a great one too, really fun time.

I've been to Philly's park, and personally, I thought PetCo in San Diego is better, as far as new stadiums go. I got rained out of Comerica last summer
 
Fenway is cool because it's Fenway, but pretty dumpy.

In the breakdowns of the parks, they had San Diego as having the #1 neighborhood.  I have never been to Petco Field, but I find it hard to believe any baseball neighborhood could be better than Wrigleyville.  For those of you who have never been to that neighborhood on the North Side of Chicago during a baseball game, it is a very enjoyable experience, especially for those over 21 and enjoy the adult beverages.  I am not a Cub fan so I don't have any bias toward the neighborhood, just in case anyone wants to accuse me of not having an unbiased opinion.

Detroits neighborhood is ranked 12th....not bad for the most dangerous city in America!

PetCo sits right on the water of the harbor in the Gas Lamp area. The one time I went to Wrigleyville, the Cubs were out of town and the area was a ghost town. The Cubby Bear wasn't even open. I can imagine the winter time is even more desolate.
 
 
If you visit SD, and are of age, and want to be where the action is, the Gas Lamp (downtown) area is where you want to go. Throw in the rooftop bar at the Marriot that looks into the stadium and over the water, and it's easy for me to see why it ranked #1.

Detroit about where it should be.
Seattle too low.
Baltimore too low.
Texas too low.
Minnesota too high.
Tampa Bay too high.
Sox too high.
Cubs too low.
Boston too low.
San Diego too low.
