Rule and Interpretations

I've had a lot of questions in e-mail concerning why certain things were called in the football yesterday.  I'll do my best to explain what happened.

4th Quarter-  Notre Dame's Bobby Brown catches a pass for a two point conversion.  After the play  he makes the following gesture:

The Call: Non-contact foul: 15 Yards marked against Notre Dame on the kick-off.

Rule 9, Section 2, Article 1, part a.1. c and d

Section 2 deals with un-sportsman like acts.

Specifically prohibited acts and conduct include:

...(c) Inciting an opponent or spectators in any other way (d) any delayed, excessive or prolonged act by a which a player attempts to focus attention upon himself

 

4th Quarter-  Notre Dame passes for what seems to be very close to the first down deep in UM territory.  Preliminary spot of the ball makes appears to be short of the 1st down.  Time runs out- game over.  Why didn't the clock stop for a measurement?

The Call: None

Rule 11, Section 2, Article 1, g

Section 2 deals with responsibilities of the referee

...(g) The referee shall observe the relative position of the ball and the line to gain and determine if a new series of downs is awarded.

The referee didn't stop the clock for a measurement because he didn't think that it was close.
